Moving the time inspector to the bottom of the window by default

Yohann Bearzi (Kitware) requested to merge yohann.bearzi/paraview:time-inspector-to-the-side into master

The time inspector default location is now at the bottom of the window. In addition, it can now only be moved between the bottom and the top.
