Listen for SLACReader sources being created

The current SLACTools plugin only enables its toolbar when SLAC datasets are loaded from the plugin. This branch enables the toolbar when SLAC datasets are loaded from any UI including the file menu and (the more relevant case) a CMB modelbuilder toolbar.
