Web: Reduce initial stale latency for image delivery
Add a configurable staleCountLimit Changing the logic where each stale time increase with count to prevent server overload even if we start with a low delta.
A GitLab update will be applied on May 9th, between 8am and 10am, EDT (UTC-04:00). This site may have intermittent delays during that time.
