Resolve "Provide a mechanism to filter the multi tab widget by annotation"

pqTabbedMultiViewWidget: add support for annotation-based filtering

pqTabbedMultiViewWidget now supports filters tabs shown based on annotations on the layout proxy. Fixes #20286 (closed).

Also adds a test for the same.
