Cdash group updates

The superbuild will have a copy which handles its dynamic groups. A place to store the main logic of this and have the content in the repo just be the TARGET_BUILDGROUPS JSON file would help a lot. Any ideas for where this should live?

Currently the PUT fails with a 401 {requirelogin: 1} error. Not sure what needs to happen here quite yet.
