Keep server connection dialogs on top

Cory Quammen requested to merge cory.quammen/paraview:19833-keep-connection-dialogs-on-top into master

This prevents the dialog from disappearing behind the main ParaView window while a connection is being made. This makes it clear that the client is waiting for a connection.
