Resolve "Add "Reset configuration" button"
Added ability to restore user preferences from the ParaView UI.
This fixes #17931 (closed).

Use Edit > Restore User Preferences, then the user is shown the following prompt:
If user chooses "backup", then this is shown:
Otherwise, this is shown:
