Handling a Hints section at the end of pvsc file's server tags.

A sections is now can now be read from a pvsc file. It MUST be located between the closing tag and </Server/ tag. The Hints are lost if some methods like SetStartupToManual are called. pqServerConfiguration may need a better reimplementation
