Make function to build view menu virtual

Shawn Waldon requested to merge shawn.waldon/paraview:allow-adding-view-menu-items into master

This allows applications built on ParaView to override this and add or remove menu items from the View menu.

@utkarsh.ayachit I'm still not sure if tomviz wants this, but since it takes a while to get things into ParaView I'm getting a head start. Either way, it is a useful thing to have for other applications and is a small change.
