17144 cleanup lock data range

Does the short-term fix for #17144 (closed).

1. When is clicked , the following dialog shows up:

3. When is clicked, the Lock Data Range is automatically unchecked.

4. Lock Data Range tooltip on the Color Map Editor panel changed to:

 Uncheck to automatically update color map to fit data range for all filters.
