(Venus - Low) Add ability to write subset of timesteps to animation

This issue was created automatically from an original Mantis Issue. Further discussion may take place here.

A user would like the ability to write a subset of the timesteps out to an animation. For instance, he would like to write steps 100-200 out to an .avi from a dataset that has 1000 timesteps. At present this has to be done using tricks in the Animation View, or writing individual frames and then post processing.

How about adding the ability in the Animation View that allows a user to select every frame between two frame numbers?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
