Plots not updated during on time change

This bug is easy to reproduce. Load in a file that has time steps (such as can.exo). Make a histogram of a variable that changes over time. Change the time step or animate over time. The histogram is never updated.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
