Time multiplexer filter

We should have a filter that multiplexes over time. It will take multiple inputs, each with the same geometry defined over different regions of time.
The time regions may overlap some. If this is the case, then the multiplexer should get the geometry from the input whos maximum time step is greater.
This filter will finally make it possible to load in simulation results from multiple restarts without combining the results together.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
