vtkBlockColors are inconsistent over time
I have a multiblock dataset produced by Flag. When loading the data and coloring by vtkBlockColors, the colors in the first timestep are different from the colors of all the subsequent timesteps. It would be nice if the colors are consistent throughout. This occurs with Paraview 5.9-RC2.
After looking into it more, I think the root cause is that for the first timestep, the blocks in the dataset are split into different number of partitions. In the first timestep, the 'top' block is split into two partitions. In later timesteps, the 'top' block is split into 4 partitions. Probably related to #20367 (closed).

How to reproduce:
- Load the data
- Go to Multi-block Inspector, and turn off the visibility for the 'Zones' block
- Make sure the variable shown is vtkBlockColors
- Step through time to the next timestep
