Add CGNS as a third party library to ParaView source.

We now have a billion and five votes for this. Make it so.

Given that there is an increasing interest in using CGNS with ParaView and that it's quite tedious to build with an external CGNS, I am wondering if we should consider adding CGNS as a third-party library to ParaView source itself.

Note - make sure this works local server and remote server (i.e., clusters), and on Windows, Mac and Linux. Have me test the cluster side.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
