Binary state that server is busy

This issue was created automatically from an original Mantis Issue. Further discussion may take place here.

Since it has been so hard to get the status bar working well (updating in human time without slowing loads or filter down), it would be really nice to just have a binary state that says we are waiting for the server. That way a user can visually see the state of the client - ready for commands, or still waiting for the server.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
