vtkSpyPlotHistoryReader should use vtkDelimitedTextReader

This issue was created automatically from an original Mantis Issue. Further discussion may take place here.

vtkSpyPlotHistoryReader is indeed a interpretation for a CSV file, so why doesn't it use vtkDelimitedTextReader? It should. This would avoid unnecessary code duplication. This may entail adding support for comment lines and multiple header lines for vtkDelimitedTextReader but that's a cleaner approach.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
