Normal Glyphs Filter has incorrect behavior

The normal Glyph filter has incorrect behavior. To quote Ken:
The issue is in how the Normal Glyphs filter computes the normals. Internally, the Normal Glyphs filter uses the Generate Surface Normals filter to create normals. That filter has an option called Consistency that attempts to flip normals to make them point the same way on a connected surface.
Probably the Normal Glyphs filter should turn that off (or at least expose it). That should be an easy change to make if you submit a bug.
So, I propose that the Normal Glyph filter leaves the normals the way they should naturally be (without flipping them), but expose the option to make these normals "Consistent".
