superbuild: bump for macOS fixes in NumPy and SciPy

This ensures that the built lapack is preferred in the builds of NumPy
and SciPy.
@cory.quammen @wascott Here's the intended fix for the "numpy doesn't work" problem. Binaries should be done by the morning.
