gitlab-ci: move timeouts to the specific jobs

These jobs usually take around 45-90 minutes a piece, but there are instances where it takes 2.5 hours. There are very few hitting 3 hours. This could be due to low sccache hit rates at the time (which resolves itself) or overloaded hardware (which would need some more investigation and correlations made).
