Llvm allow static

Open Ben Boeckel requested to merge ben.boeckel/paraview-superbuild:llvm-allow-static into master

@chuck.atkins mesa is getting link failures against a static LLVM. Are we missing some flag to mesa to list all the LLVM libraries on the link line somewhere?
