dashboards: add feature config cmake files

@utkarsh.ayachit I don't know how much more we want to migrate. There are some options on a per-machine level we might move. The files for most of the machines are empty right now since I'm not sure.

Note: for now this is release branch compatible. We can add to miranda.cmake a rule to disable vtkm for master if we want (and thus remove the _novtkm feature from that build).
