Fixup windows webengine packaging

Mathieu Westphal (Kitware) requested to merge mwestphal/paraview-superbuild:fixup_windows_webengine into master

Because on Windows Qt5 is USE_SYSTEM_ONLY, certain option that the packaging needs are hidden, exposing it in that case.
