Add ability to include external plugins

Add in an option in the PV superbuild to pass in locations for external plugins for PV to build. One of our collaborators, for example, has a plugin for reading PHASTA files into PV but was having trouble building it on Theta. It would be easier if he could just incorporate it into the PV superbuild without change source files.
