cmake: remove project(common-superbuild)

Ben Boeckel requested to merge ben.boeckel/common-superbuild:dart-conf-fix into master

This allows the actual setup to set the project name and it also fixes where DartConfiguration.tcl gets dropped since it uses PROJECT_BINARY_DIR.
