Improve msvc version detection for xz

Mathieu Westphal (Kitware) requested to merge mwestphal/common-superbuild:fixup_xz_win32 into master

up-to-date MSVC 2022 version number is 1933, so the cmake code prevents you for building xz and fails with

Unrecognized MSVC version: 1933

According to this https://cmake.org/cmake/help/latest/variable/MSVC_VERSION.html, the version number will go up to 1939, so this should fix this until vs 2024 drops.
