pybind11: require pythonsetuptools

Ben Boeckel requested to merge ben.boeckel/common-superbuild:pybind11-setuptools-interaction into master

It seems that on Windows, setuptools is interfering with pybind11's installation mechanisms. Make sure it exists first.

It appears as though pythonsetuptools is racing its install with pybind11's usage of it. Why it is so consistent is a mystery however.
