Allow containing superbuild to over-ride DEFAULT_ON

Aron Helser requested to merge aron.helser/common-superbuild:override_default_project_args into master

If a project is created with DEFAULT_ON, this allows a parent superbuild to turn that option off using _superbuild_default_${name}
