adding sqlite (unix-only)

Utkarsh Ayachit requested to merge utkarsh.ayachit/common-superbuild:sqllite into master

Needed by python3 to build the sqlite module which is now needed by ParaView.

not adding for Windows since we use prebuilt binaries on Windows.
