Python3 fixes

Utkarsh Ayachit requested to merge utkarsh.ayachit/common-superbuild:python3_fixes into master
  • ensure dummy packages built for Python3 are not treated as built_by_superbuild which would cause install scripts to attempt to install them.
  • fixup configure issue with mako, the fix is still incorrect since mako is a build-time dependency.
