SuperbuildVersionMacros: support lightweight tags

Ben Boeckel requested to merge ben.boeckel/common-superbuild:version-light-tags into master

For post-branch version bumps, lightweight tags should be used to mark the beginning of development. These are not usually looked at by git describe, so all tags should be used.
