Extend ci

What we (74275110) already have:

• no wrappers (all platforms)
• external conduit (Linux)
• MPI on Windows and Linux

For validating the MPI configuration python and Fortran versions of the replay tests are added Added so far:

• Test wrappers (python) on macOS
• Test wrappers (python) on Windows
• Test wrappers (python,Fortran) on Linux
• Test wrappers + MPI (python,Fortran) on Linux
• Test wrappers + MPI (python) on Windows
• Test wrappers (python,Fortran) on Linux using external conduit
• Test wrappers + MPI (python,Fortran) on Linux using external conduit
