For Visual Studio, static library projects do not need to depend on other static library projects. This helps parallelize the build and improve building efficiency. Adding new Property: VS_PROJECT_REFERENCE_LINKING to allow the link libraries to be determined by VS instead of having them hard-coded. Adding new Poropery: VS_USE_LIBRARY_DEPENDENCY_INPUTS to specify that a library should set UseLibraryDependencyInputs so that VS can include extra object files that the linker might discard otherwise.
