added to the mangling is determined by VERDICT_MANGLE_PREFIX. VTK
     sets this to "vtk". VERDICT_MANGLE_PREFIX is also prepended to the
     library name.
COMP: Made some functions/variables static since they aren't mentioned
      in verdict.h and would force more mangling.
ENH: Removed the old makefile/dsp build system.
