- closes vtk/vtk#19387 - Refactored the event processing logic to make a copy of event data because the pointer to emscripten's event is unreliable because the interactor defers event processing to `requestAnimationFrame` handler. By the time events are actually processed, the underlying data may be corrupt. - Use PIMPL to store internal data and functions in `vtkInternals` class. - Replaced the individual `HandleEventName()` handlers with a single templated method `vtkInternals::PushEvent`

This hint will add PyEval_SaveThread/PyEval_RestoreThread before and after the hinted method call, which allows Python's threads to run during the method call. Since the Save/Restore adds a small overhead to the method, it only makes sense to add this hint to methods that take a long time (milliseconds) to execute.

The VTK_PYTHON_FULL_THREADSAFE variable has existed since 2015, but so far has only been a cmake option in Paraview, never in VTK itself. Since this option adds the GIL locks that are required for any Python concurrency via PyEval_SaveThread()/PyEval_RestoreThread(), it should be useful within a broad range of VTK projects. The VTK_NO_PYTHON_THREADS option is an older option that was available in VTK 5 but disappeared in VTK 6, though it still appeared in the C++ source files and in Paraview's CMakeLists.txt.
