[superbuild] Use new ext superbuild

Julia Sanchez requested to merge superbuild/UpdateToExtSuperbuild into master
  • Internal superbuild has been implemented here.
  • The old broken superbuild is removed.
  • CI is updated to use the new superbuild (linux + windows)
  • This has been tested on Ubuntu 22, Ubuntu 20, Ubuntu 18 and Windows 11.
