[refact][fix] Refact for pv5.9 update + Fix CI

• Refact with new PV plugin hierarchy
• Update PV wrapping for new Paraview workflow
• Fix PCL compilation
• Fix compilation on windows (fail due to main cmake refact)
• Build statically on CI
