[feat] Add motion limitations to detect failures

  • Add TestMotionLimitations function to SLAM

  • Call it in AddFrames

  • Add helper to ConfidenceEstimators

  • Add thresholds as SLAM members + ROS parameters

  • Add comply limitation binary value to confidence message
