Draft: Use RedistributeDataSetFilter for irregular volumes.

Enabled by setting the environment variable NVINDEX_REDISTRIBUTE_FILTER.

Not working yet: Cuts are created correctly, but the assignment to ranks does not seem to work. While the diy::Assigner reports assignment to all ranks, the rendering is currently only triggered on rank 0.
