This brings vtkDICOM v0.8.17 from upstream:
- Update dictionary and UIDs for DICOM 2024d
- Fix planar YBR write beyond end of image memory
- Fix thread-safety issue with DCMTK codecs
- Fix loop termination in NIFTI reader/writer

This allows vtkDICOM to be built against a DCMTK that requires
a later version of the C++ standard than was used for VTK itself.

This brings vtkDICOM v0.8.15 from upstream:
- Add SPDX information to module file
- Remove unecessary GROUPS from module file
- Allow building against namespaced VTK
- Fix warnings due to VTK deprecations
- Fix various source comment/doc typos
- Fixes to the doxygen documentation
- Fix W/L preset order for vtkMedicalImageProperties
- Update dictionary and UIDs for DICOM 2023c

Remove usage of the no-longer-existing VTK_IN_VTK definition.
This change is needed or vtkDICOM/Testing will not build.

This brings in vtkDICOM v0.8.13, the latest release,
which cleans up the build and fixes some bugs.
The DICOM dictionary is now aligned with DICOM 2022b.

This includes a fix so that quilt images do not have a transparent
background.

Fix vtkDICOMReader tilted-gantry PatientMatrix for BottomUp.
This is required in order for vtkDICOMCTRectifer to work when
the reader uses "BottomUp" row order (which is the default).

This fixes a potential infinite loop while parsing files that
end in garbage, and updates the DICOM dictionary to 2020e.

Add support for the looking glass remote module

Instead of using policies everywhere to specify types to compile for,
you now can specify them as configuration options. The majority of
changes required have already been provided in previous changes.

The tests were failing, so they have been disabled in the remote
project. Update the commit SHA to disable these tests when the project
is enabled.

Fix/suppress compiler warnings

This changes vtkScancoCTReader's bare "ifstream" to "std::ifstream".

This brings in semicolon fixes for the VTK SetGet macros

The SplineDrivenImageSlicer remote module needs to accept MR#2 before
it will compile with the new vtkCellArray API. Once merged, the url
changes here should be reverted.
