cmake: Add support for specifying install rules components

Jean-Christophe Fillion-Robin requested to merge jcfr/diy:cmake-install-rules-with-components into master

Note that this pull requests was created in the context of the integration with kitware/vtk-m amd only takes care of the headers/cmake-config/targets related to the ${diy_prefix}mpi_nompi/${diy_prefix}mpi_nompi library.

It does not update the components associated with the python bindings.
