Image classification JPL baseline on local datasets

The (image classification) checkpoint labels script in the LWLL baselines repo at https://gitlab.lollllz.com/bjohnson/lwll_baselines is currently set up to use the JPL interface. It does not support local datasets.

This MR adds a script to generate an image classification checkpoint labels file from a local dataset, on which the image classification baseline can be run.
