First sandtank example

John Tourtellott requested to merge first-sandtank into master

Makes some minor updates to the dockerfile and adds an smtk-based sandtank example.

  • Moves files from root folder to smtk/jupyter
  • Adds multistaged docker logic, sets VTK sha to 9.0.0, updates SMTK sha to Feb 2020 (to fix compile problem)
  • Adds sandtank template file and example notebook.
