BUG: Check attribute first when terrain extraction op initializes

Haocheng LIU requested to merge haocheng.liu/smtk:terrain-extraction-operator-check-attribute into master

This change allows terrain extraction operator to use existing point clouds to initialize itself. Otherwise, the user has to unselect the point cloud and select it again.
