CI: Drop unused private dashboard

Ryan Krattiger requested to merge ryan.krattiger1/smtk:ci_drop_private_cdash into master

Drop submission to private dashboard for SMTK. This is preliminary to adding the CDash link annotations to the CI jobs.

If the private dashboard is revived, then extension of the multi-submit is needed to support multiple build IDs and the link layout will need to be revisited.
