AttributeBuilder: Python class to edit attribute based on configuration object

A Python class to edit an attribute contents based on a configuration object. The class itself has a broader scope for editing an attribute resource in general, but the initial functionality is for populating operation parameters. The code was originally copied from john's smtk-tools.

Includes an update to Attribute::itemAtPath() to support leading slash in the path string.
