BUG: Fixing ReferenceItemDefinition's Reject Constraint

This was broken when active categories was added to the Attribute Resource and is now fixed in this commit.

Also added a SBT example to demonstrate the correct behavior, as well as changing unitAssociationTest to test for this condition.
