Have SMTK look for CMB testing data marker, not Readme.

T.J. Corona requested to merge tjcorona/smtk:testing-data-look-for-marker into master

The new CMB testing data has a Readme file so this isn't strictly necessary, but the marker is a stronger constraint to ensure that we are looking at the CMB testing data directory.
