Draw and use badges for visibility and color+type.

Disable the visibility decorator and VisibilityContent, replace with VisibilityBadge directly using the pqSMTKResourceBrowser::panelPhraseDecorator This needs to move into VisibilityBadge next, and decorator machinery will be removed.
