Attpreview updates

Updates the qtAttributePreview application to use smtk::resource::Manager, which is required to use the qtModelEntityAttributeView. This branch also adds an option to preload the smtk base Operation template, so that derived operation templates can be loaded and previewed.

This MR replaces MR !1855 (closed) and includes update for the recent qt view registration change
